Interesting news came out of Virginia last week, with Appalachian Power customers being granted the opportunity to pay a small premium to get all of their electricity from renewable sources such as wind and solar.
That plan, approved by state regulators, means that Appalachian Power customers can submit to this voluntary tariff if they want to support the growth of renewable energy. It is expected to be rolled out to customers in the next few months and cost customers $4.25 a month. Dominion Energy is expected to come out with a similar plan as well.
While that sounds great on the surface, customers should know that it is impossible to know what type of energy is feeding your home once the power arrives on the power grid. There is no way to distinguish electricity generated by the burning of fossil fuels or created through renewable energy sources. So while this tariff helps support Appalachian Power’s efforts to provide its customers energy from renewable sources, it is more ceremonious in nature for customers. It doesn’t necessarily mean that the customer is truly getting green energy feeding their home.
“So unless the relevant customers are disconnected from the grid, what might appear to be a physical concept — the sale and consumption of renewable power — is largely a legal and financial matter,” a State Corporation Commission hearing examiner wrote, as reported by Roanoke Times writer Laurence Hammack.
What’s good is that opting into this program won’t affect customers who don’t elect to get it – that is to say their rates won’t rise. Hammack describes it perfectly.
While those who opt to pay a premium for renewable energy are exempt from fuel factor and generation costs that come with legacy energy sources, they will be subject to a “balancing charge” so that customers who receive the standard service will not have to pay more to make up the difference.
